Nominated by Jimmy Carter on May 17, 1979, to a new seat created by 92 Stat. 1629; Confirmed by the Senate on September 25, 1979, and received commission on September 26, 1979; Took office on October 5, 1979; Served as chief judge, 1990-1992. Assumed senior status on October 31, 1992.
