Nominated by George H.W. Bush on May 16, 1991, to a seat vacated by Russell G. Clark; Confirmed by the Senate on July 18, 1991, and received commission on August 2, 1991. Served as Chief Judge, 2007-2014. Assumed Senior Status January 3, 2014.
