Solicitation for Blanket Purchase Agreement -- Treatment Services for Federal Defendants and Offenders

The Federal Judiciary intends to procure treatment services for Federal defendants and offenders using Blanket Purchase Agreements.

This is a Solicitation for a Blanket Purchase Agreement for the United States Probation and Pretrial Office.

Required services include:

  • urine collection
  • counseling
  • outpatient and inpatient detoxification
  • medication
  • short term residential placement
  • transportation


Interested vendors must respond on time and clearly show that:

(1) they can provide services,
(2) such services will be provided by certified, licensed professionals with experience in such treatment, and
(3) prices of such treatment shall be as low as or lower than those charged the vendors most favored customer for comparable quantities under similar terms and conditions.

Questions and Answers posted below

Do substance abuse counselors need to be state certified or can they be in the process of acquiring certification at the time the RFP is submitted?

Response: According to the Statement of Work, Section C: Counselors shall be certified and or have credentials to engage in substance abuse treatment intervention as established by his/her state's regulatory board and/or accrediting agency.

Are the Co-occurring codes under the Substance abuse BPA?

Response: The co- occurring project codes, 6015- Individual, 6026-group and 6036-family are now under the Mental Health BPA.

In the solicitation for St. Joseph, the estimated monthly quantity for residential placement (2001) is listed as 30. Does this represent 30 consumers that will receive short term residential treatment each day of the month; or are you requesting services for one consumer in a 30 day period?

Response: This number represents one consumer receiving residential treatment in a 30-day period.

Narrative responses are for all items that have an asterisk? So, for example on page B-2, number 2011, does not require a response, correct?

Response: Narrative responses are required for each service (project code) ordered in the RFP. Instructions regarding the completion of the narrative section can be found in Section L.1 of the proposal. An asterisk appears next to a project code to indicate a local need has been attached to such code. So, yes, 2011 code would require a narrative response. Also note that an offer must be made on each listed project code in the RFP. Failing to do so will result in a vendor being found technically unacceptable.

On a typical day, how many offenders are enrolled in services?

Response: Estimated monthly quantities are meant to provide the vendor with the approximate number of units a vendor can anticipate providing per month for each project code. As of the month of July, we had approximately 325 defendants/offenders receiving services under this BPA. Please note, this number represents individuals receiving a variety of services, not specifically counseling services. Please refer to the EMQ's listed for each project code for an approximate number.

Does the probation office dictate treatment services or does the professional staff decide how much treatment an offender receives?

Response: Yes, the probation office dictates treatment services and orders the services to be provided utilizing the form 45. Only those services listed on the form 45 can be provided by the vendor. Having said that, we hope to work in collaboration with the vendor and involve counselors in the development of an appropriate treatment plan.

Why are vendors receiving amendments to RFP ?

Response: On August 21, 2009, our office received notice from the Administrative Office that some of the language in the RFP was inaccurate. As a result, revisions were made to the RFP. We were unable to determine any other option that would meet legal and contractual obligations; therefore, amendments were made to the RFP. Offerer's receive notification via mail and were directed to return to the website to down load the amended RFP to submit with their proposal. The amends alone are also posted to identify the specific changes. Additionally, the deadline for response was extended to 9/14/09 at 4:00pm.

Do the offer's need to be in the Probation/Pretrial Office by 9/14 at 4:00pm or can they be post marked for that day?

Response: The offers in to be received in the office by 9/14 at 4:00pm.

Can the offers be walked in or hand delivered?

Response: Yes, please make the recipient aware the item delivered is an offer so it is not opened and Tammy Lawrence is notified.
