Being prepared to serve our customers, under any circumstances, is something the Western District of Missouri does not take lightly.

  • What happens if there is a tremendous fire that wipes out the Charles Evans Whittaker Courthouse?
  • What happens if a flood in Kansas City makes the road impassable for downtown commuters?
  • What happens if a pandemic hits the city?


In mid-2002, the Western District of Missouri began developing a comprehensive Continuity of Operations Plan (COOP) detailing how the Court would continue its essential functions during any emergency or disaster. Since that time, we have partnered with federal agencies within the Kansas City community to learn, share and increase our knowledge about emergency planning. Our efforts in this area are further developed by communication with court managers and staff as well as tests, training and exercise of the Court emergency plans.

On June 24, staff from the U.S. District Court, U.S. Bankruptcy Court, and U.S. Probation and Pretrial Services Office participated in a region-wide exercise sponsored by the Federal Executive Board of Kansas City. As part of the Kansas City Regional Inter-Agency Continuity Exercise, the Court participated in a disaster simulation, specifically an earthquake. The event called for the Charles Evans Whittaker Courthouse to be inaccessible. Staff members implemented their Continuity of Operations Plan (COOP) and headed to the alternate facility.

During this exercise, court staff tested basic emergency notification systems and the ability to access various computer systems from a remote location, with limited resources. In addition, participants simulated a basic court hearing to ensure the courtroom was adequately prepared if a need arose.

Rest assured that neither fire, floods, or earthquakes will keep the Western District out of commission for very long.
